I I I I CASE REVIEW AND ADOPT PROPOSED 1998 PORTION OF 1998 - 2003 CAPITAL IMPROVEMENTS PROGRAM By: James E. Norman, City Administrator and Diana Lund, Finance Officer Background: Each year, as part of the budget review process, the Council considers an update to the list of capital projects proposed for completion over the next five years. The resulting Capital Improvements Program (CIP) will direct City staff to begin project planning and, in some cases, design for projects within the plan. The 1998 - 2003 CIP was not approved during the end of 1997, and the Council has been working with staff on the development of a new format for the five-year CIP. While significant changes have been made in the CIP, the Council has indicated a desire to make more changes prior to adoption of a five-year CIP. With many of the projects already underway, and a desire by staff to focus efforts on the development of a 1999 - 2004 CIP, Council will be asked to consider adopting only the 1998 portion of the five- year CIP. Summary of 1998 Capital Improvements Program Staff has prepared a summary of the projects listed under the 1998 portion of the CIP which includes project costs and the source of funding for the project. The summary of the proposed projects are attached to the case. The individual project descriptions are also included with the summary. Council can refer to the five-year CIP to determine where the 1998 projects fit into the entire five-year program.
