CAS . #: <br /> <br /> RECOMMEND APPOINTMENT OF CORPORAL <br />By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background; '- <br />Council recently approved development of a cadre of Volunteer Public Safety Aides in <br />the Police Department. Council also authorized staffto solicit applications for overseeing <br />recruitment and training of the volunteers. The Patrol Officer selected for the assignment <br />will have the title of Corporal but will still perform all the duties of a regular Patrol <br />Officer. Duties related to the volunteer program will be compensated in the same amount <br />the Investigator assignment is compensated, with an additional $110 per month stipend. <br /> <br />Requirements: Eligibility requirements for the assignment include at five years of <br />experienced as a licensed peace officer, training in Community Oriented Policing and <br />preparation and submittal by July 10, of a detailed written plan explaining: the <br />applicant's understanding of the role of the volunteer unit; how its activities would be <br />integrated into the rest of the department; a model policy outlining the purpose of the <br />group; and ideas for recruiting, selecting and training volunteers. <br /> <br />This case is being prepared before the application deadline in order to expedite <br />development of the volunteer unit so members can attend Anoka County's annual <br />training academy in October and become active in 1999. <br /> <br />Selection Process; Written plans will be read and rated according to pre-established <br />criteria by the Police Chief, Police Sergeant and Administrative Services Manager. <br /> <br />Applicants will then be interviewed by a panel consisting of the Police Chief, a Police <br />Sergeant, the Administrative Services Manager, a Ramsey Patrol Officer and Phil <br />Johanson of the Anoka Police Department. <br /> <br />Staff will present an appointment recommendation to the Personnel Committee at its <br />regular meeting on July 14. <br /> <br />Committee Action: <br /> <br />Recommend that City Council approve the appointment of a Patrol Officer to the <br />assignment ofC~rporal, based on the staffrecommendation. <br /> <br />Reviewed by: <br />City Administrator <br />Administrative Services Manager <br />Police Chief <br />PC: 7/14/98 <br /> <br /> <br />
