1) <br /> <br />Request for Minor Comprehensive Plan Amendment to Modify the Metropolitan Urban <br />Service Area Boundary; Case of Dolphin Real Estate Partnership <br /> <br />Chairperson Bawden called the special meeting back to order at 7:04 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for Minor <br />Metropolitan Urban <br />Partnership <br /> <br />Comprehensive Plan Amendment to Modify the <br />Service Area Boundary; Case of Dolphin Real Estate <br /> <br />Zoning Administrator Frolik presented a site location map to point out the property under <br />consideration and the draft Comprehensive Plan Amendment, which she recommended be <br />forwarded to the Council for their approval. <br /> <br />Chairperson Bawden stated that he has no objection to this minor MUSA boundary change and <br />inquired regarding the alignment of the piping to service this parcel. <br /> <br />Zoning Administrator Frolik presumed the location of the City sewer and water utilities is within <br />the Ramsey Boulevard right-of-way. <br /> <br />Chairperson Bawden asked why the utilities are not being proposed along the western side of that <br />roadway. Zoning Administrator Frolik noted that the property west of Ramsey Boulevard is a <br />critical area in the Comprehensive Plan update and it should not be brought into the MUSA until <br />development policies are established in the new plan. <br /> <br />Commissioner Anderson asked if there is adequate capacity in the current system to handle this <br />property. Ms. Frolik answered affirmatively and noted the City Engineer reviewed the draft <br />amendment. She advised that everything is adequately sized and Burger King will be assessed on <br />a per acre basis. <br /> <br />Commissioner Anderson stated this makes sense from an environmental standpoint, especially if <br />capacity exists. He requested staff provide him with a map indicating the location of the existing <br />sewer and water trunks. <br /> <br />Commissioner Deemer explained the system was initially designed in 1975 and it can handle all of <br />the property south of I49th Avenue. <br /> <br />Chairperson Bawden stated he has no objection to this increase but questions why the property on <br />the west side of the street is not included if the alignment of the utilities is on the west side of <br />Ramsey Boulevard. <br /> <br />Motion by Commissioner Anderson, seconded by Commissioner Deemer, to recommend that City <br />Council approve the proposed minor Comprehensive Plan amendment to modify the MUSA <br />boundary to include the proposed Burger King site. <br /> <br />Planning Commission/June 22, 1998 <br /> Page 2 of 4 <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
