10. That the existing drainage patterns will not be substantially altered by the proposed grading plans 11. That the grading plan does not propose the use of silt fence, but the City will require it on at least Site A. 12. That the grading operation will increase the traffic to and from the subject property for the period of time the permit is in effect. , 13. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. 14. That the proposed use will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. 15. That the proposed use will not be hazardous to existing or future neighboring uses. 16. That the proposed use will not be disturbing to existing neighboring uses during the term of the permit. 17. That the proposed use will be served adequately by public facilities and services such as highways and streets. 18. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it will not be detrimental to the economic welfare of the community. 19. That the proposed activities, processes, materials, and equipment and conditions of operation that may be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare, or odors are controlled by City Code and should the permit be granted, these private rights will be protected by the contract entered into with the City. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the __ day of July, 1998.
