Finding: Subsequent to the Senior Housing Needs Assessment, the City and the County HRA <br />contracted for a comprehensive site analysis. It was determined by City Council that because of <br />proximity to transportation corridors, retail facilities, and recreational opportunities, the Laws <br />property was the best site for a senior housing project. <br /> <br />Criteria 3: That the granting of the exception will not be detrimental to the public welfare or <br />injurious to other property in the area in which the property is situated. <br /> <br />Finding: As part of the visioning process conducted for the current comprehensive plan update, <br />representatives of the general public identified a need for life-cycle housing in the community. <br />The granting of the exception to provide for senior housing will enhance the public welfare. <br /> <br />Criteria 4: That the proposed exception will be harmonious with and in accordance with the <br />specific objectives of the City's existing Comprehensive Plan and will not adversely affect the <br />planning process for adoption of amendments to the Comprehensive Plan above described. <br /> <br />Finding: The senior housing project is consistent with the August, 1992 revision of the <br />Comprehensive Plan and the land use, density and life-cycle housing elements of the current <br />working draft of the Comprehensive Plan. <br /> <br />Criteria 5: The proposed use/subdivision will.be consistent with the intent and purposes of this <br />(Moratorium) Ordinance. <br /> <br />Finding: This particular Laws parcel was included in the moratorium to preserve it for the senior <br />housing project. It is appropriate to release it from the moratorium at this time to proceed with <br />necessary zoning reviews in order that construction may begin. <br /> <br />City Staff recommends granting the moratorium exception to the senior housing site. <br /> <br />Council Action: <br /> <br />Motion to grant an exception to the Moratorium Ordinance to the selected senior housing site <br />(PIN 25-32-25-3 t-0008). <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />Hoisington Koegler Group <br /> <br />I <br />! <br /> <br />! <br />! <br />I <br />I <br />I <br />! <br /> <br />! <br /> <br />CC: 07/28/98 <br /> <br /> <br />
