PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, July 7, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, RamseY, Minnesota, regarding a <br />request for a conditional use permit to grade and export soils; case of Gerald Bauer. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Leo Anderson <br />Commissioner Benjamin Deemer <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Joe Wivoda <br /> <br />Members Absent: <br /> <br />Commissioner Sharon Jensen <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:56 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski explained the proposal is to export approximately 693,000 cubic yards <br />of earth material. The submitted proposal proposes grading in excess of 65 acres of property to a <br />finished elevation of between 875.8 and 875.1. An area north of parcels 4 and 5 also appear to be <br />proposed for grading. He indicated there appeared to be more topography on the site than the <br />submittal indicated. The proposal calls for reducing the grade an average of 7 feet. He stated if <br />the site is graded to the 875 to 876 elevation, the site would be virtually flat, approximately a <br />grade of 0.05%. That could make future drainage of the site difficult and expensive. He <br />suggested that the plan be reviewed to allow for a minimum grade of 2% from south to north, <br />which is the current overall drainage. Additionally, he stated the site contains a number of mature <br />trees, primarily evergreen, but also some deciduous trees such as elm. He stated a tree <br />preservation plan should be proposed and submitted. <br /> <br />CITIZEN INPUT <br /> <br />Kevin Groothosen, 14915 Puma Street NW, questioned how the proposal would effect his <br />property.
