I <br />I <br /> <br /> I <br /> I <br /> <br />I <br />I <br />I <br />! <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br />AWARD CONTRACTS FOR DIVISIONS C AND D <br />OF THE 1998 STREET MAINTENANCE PROGRAM <br />By: Steve Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />The 1998 Street Maintenance Program consists of seven crack fill and sealcoat projects covering <br />12.5 miles of City streets and five overlay projects covering 3.7 miles of residential streets and <br />4.0 miles of MSA streets. <br /> <br />You will recall that on July 8, 1998, the bids were opened, and on July 14 the City Council <br />awarded Division A and B which covers the crack sealing and sealcoating work. Divisions C <br />and D, which cover bituminous overlays and a street construction project in Bums Township <br />adjacent to an overlaying project, were not awarded at that time. Division C needed to receive <br />approval from MnDOT since a large portion of the contract involved MSA streets and, <br />consequently, State funding. Division D required an agreement with the Bums Township to <br />ensure that Ramsey would be reimbursed for the project costs associated with Division D. <br /> <br />City Attorney Goodrich is preparing an agreement for recovering the costs of Division D from <br />Bums Township. This agreement will be available at the meeting. It is also anticipated that <br />MnDOT approval for the MSA overlay streets will be received prior to the meeting. <br /> <br />Attached are the bids opened on July 8. The low bidder on both Divisions C and D is W.B. <br />Miller, Inc. This contractor has successfully completed many paving projects within the City <br />including the bituminous overlays in the 1996, 1995, and 1994 Street Maintenance Programs. <br /> <br />Financing: <br /> <br />Financing for Division C will come from special assessments, the City's Public Improvement <br />Revolving funds (PIR) which have been designated for these improvements, and State funding. <br />Funding for Division D will be from Bums Township. <br /> <br />Recommendation: <br /> <br />Staff is recommending the award of Division C (Bituminous Overlays) to W.B. Miller, Inc. in <br />the amount of $326, 593.03 contingent upon receipt of MnDOT approval by the time of the <br />Council meeting, and also the award of Division D (Bums Township Street Reconstruction) to <br />W.B. Miller, Inc. in the amount of $22,550 contingent upon Burns Township entering into an <br />agreement prepared by the Ramsey City Attorney to reimburse the City of Ramsey the full cost <br />of Division D. <br /> <br /> <br />
