CASE # //

INTRODUCE ORDINANCE TO ESTABLISH
DEVELOPMENT MORATORIUM ON CERTAIN PARCELS OUTSIDE
THE METROPOLITAN URB .AN SERVICE AREA
By: Zoning Administrat&r Sylvia Frolik

Background:

It has come to Staff's attention that there is property west of Armstrong that is no longer
subject to any development moratorium that is actively being marketed. The most recent
draft land use map prepared by Hoisington Koegler indicates the potential for some land
use changes in this area also under the new comprehensive plan.

Observations:

It has become apparent that these parcels remain to be land use sensitive and should be
reinstated into a development moratorium. A map of the subject parcels is enclosed for
your review (Exhibit A), along with a copy of the proposed moratorium ordinance.

Also enclosed for Council's information is a map identifying all parcels that are subject
to a development moratorium under the 3 ordinances adopted this summer (Exhibit B), if
the ordinance proposed this evening is adopted.

Recommendation:

City Staff recommends introduction of the ordinance as proposed.

Council Action:

Motion to introduce Ordinance #98- to establish a moratorium on the development of
certain parcels of land located in the City of Ramsey, Anoka County, Minnesota.

Review Checklist:

City Administrator
City Attorney
Community Development Assistant
Hoisington Koegler Group

CC: 08/11/98
