End Outcomes--Those that are the desired results to be achieved by <br />the program activities. Examples include the number of criminals <br />caught and brought to justice; the mount of dollar losses due to <br />fires; and citizen satisfaction levels with the attractiveness of their <br />neighborhoods. <br /> <br />Efficiency and Productivity Indicators--Each of these indicators <br />shows the relationship between the amount of input and the yield <br />for an activity or program. Efficiency indicators are generally <br />expressed as the amount of input divided by the mount of output. <br />Productivity indicators are the mount of output divided by the <br />amount of input and are generally expressed as the amount of <br />product per employee time. <br /> <br />The Consortium is proceeding with caution. The overzealousness of some citizen groups <br />and the media make us extra cautious about public proclamations. The Consortium will <br />continue the process of creating and refining performance indicators and ev .aluating <br />products of its work. Ideally, the Consortium will emerge with a group of performance <br />indicators that wilt enhance efficiency and improve the delivery of services by allowing <br />jurisdictions to judge themselves on a series of performance indicators as well as with <br />each other. <br /> <br />ICMA has also developed a CDRom on performance measurement. This first CDRom <br />provides training and a hands-on primer on performance measurement, including how to <br />choose and use performance indicators. It a/lows a community to design its own <br />indicators and provide those standard measures identified by the governments in the <br />Consortium. It is envisioned that the second series of software will provide shells, or <br />tempiates, that will allow any local government to collect its own data and then make <br />comparisons in specific service delivery areas via a national data base. Finally, ICMA is <br />establishing a Center for Performance Measurement which, working with the Urban <br />Institute and supported by the Sloan Foundation, will analyze data and identify and <br />describe best practices. <br /> <br /> I <br /> ! <br /> I <br /> ! <br />I <br />I <br />I <br />I <br />! <br /> <br /> <br />
