Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />grant an exception to the Moratorium Ordinance, based on the findings of fact, to the <br />selected senior housing site (PIN 25-32-25-31-0008). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Zimmerman. <br />Voting No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />Case #11: Report from Road and Bridge Committee <br /> <br />Director of Public Works Kapler announced that the Road and Bridge Committee met on <br />Tuesday, July 21, 1998 and discussed seven items. <br /> <br />1) Discussion of Trunk Highway #47 Housing Disposition <br /> <br />Mr. Kapler stated there are 13 homes that have been targeted for some sort of disposal <br />due to the T.H. #47 improvement project. Jo Ann Wright and Donna Madson of ACCAP <br />were at the Road and Bridge Committee meeting to provide a verbal report on what their <br />agency has done in Anoka County to assist in providing affordable and transitional <br />housing for Anoka County residents. The housing to be acquired for the #47 project has <br />been surveyed and appears to have good potential for meeting ACCAP's goals. The <br />Committee made a motion to recommend to City Council that housing to be acquired for <br />the T.H. #47 project be considered for utilization for affordable and transitional <br />community housing through working with ACCAP. <br /> <br />Councilmember Zimmerman commented that this is a good program. We can utilize <br />some of the homes that may otherwise be destroyed. The more northern five or six <br />homes will be moved to another site. <br /> <br />Mr. Kapler stated there is one home that is unable to be used or moved and that one may <br />be used for something else - possibly a Fire Department training. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to <br />ratify the recommendation of the Road and Bridge Committee which is that the housing <br />to be acquired for the T.H. #47 project be considered for utilization for affordable and <br />transitional community housing through working with ACCAP. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman and Beahen. <br />Voting No: None. Absent: Councilmembers Beyer and Haas Steffen. <br /> <br />2) Discuss Communications Antenna Proposal <br /> <br />City Administrator Norman reported that PageMart Wireless has asked for a five-year <br />lease to place equipment on Ramsey's water tower and control equipment inside. They <br />did not want to pay more than $400 per month, however, in checking with other cities, <br />Ramsey staff found that the area cities are being paid about $1,000 a month.
