I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br /> CASE <br /> REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF BUILDING INDIANHEAD CONSTRUCTION AND A&R MFG. <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Indianhead <br />Construction for A&R Manufacturing. The plan proposes to construct an office/manufacturing <br />facility on Lot 1, Block 1, Business Park 95 7th Addition. The following items are enclosed: <br /> <br />· Site location map <br />· Site plan <br />· City Staff Review Letter dated July 29, 1998 <br />· Original landscape plan dated 6/29/98 <br />· Modified landscape plan dated 8/3/98 <br />· Draft Planning Commission meeting minutes dated August 4, 1998 (will be available <br /> at the meeting <br /> <br />Observations: <br /> <br />The office/manufacturing use is consistent with the permitted uses in the Industrial zoning <br />district. The site is approximately 1 acre in size and the building will be 11,049 square feet; this <br />converts to a lot coverage of 24% which is in compliance with City Code. The exterior walls of <br />the building are proposed to be a combination of painted rock face, split-rib and scored concrete <br />block. <br /> <br />The plan shows one access onto 140th Avenue N.W.; the building will be oriented towards Unity <br />Street. The overhead loading doors are located on the south and east walls, not facing public <br />streets. All driveways, parking areas and loading areas are proposed to be surfaced with <br />bituminous. The site plan has been modified to specify the use orB-612 concrete curbing around <br />the perimeter of all blacktop. <br /> <br />Waste storage areas will be provided for inside the building. <br /> <br />The Landscape Plans complies with the 20 foot wide landscape area requirement along Unity and <br />140th. Staff had recommended that the 'future plantings' identified on the 6/29/98 landscape <br />plan (on the south and east sides of the property) be incorporated into the current planting <br />proposal. The applicants submitted a modified landscape plan dated 8/3/98 at the August 4 <br />Planning Commission meeting. The plan reduced the number of trees in the 'current' planting <br />plan from 7 to 4 and retained a 'future' planting plan that reduced the number of plantings from <br />19 to 5. Staffs position is that the 9 trees shown on the modified plan are the minimum that will <br />be accepted, but all 9 should be installed under the current planting plan. "Future' planting plans <br />can be cumbersome from a follow-up aspect. <br /> <br /> <br />
