I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />CASE # <br /> <br />REQUEST TO REZONE CERTAIN PROPERTY FROM <br /> B-1 BUSINESS TO MULTIPLE RESIDENTIAL; <br /> CASE OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City Council has been actively pursuing development of a senior housing facility in R.amsey. <br />These efforts included a market study, allocation of Community Development Block Grant <br />(CDBG) funds for land acquisition, participation in the Anoka County Housing and <br />Redevelopment Authority levy for such a project, and a site search and selection. These efforts <br />have ultimately resulted in the City Council selecting a portion of the Laws estate across the <br />street from the water tower as the site for a senior housing rental project. The site is currently <br />zoned B~I Business and requires a rezoning to Multiple Residential to accommodate a 50 unit <br />senior housing building. <br /> <br />Notification: <br /> <br />In accordance with State Statute, Staff notified property owners within 350 feet of the subject <br />property of the public hearing. <br /> <br />Observations: <br /> <br />The proposed rezoning is consistent with the current land use draft for the new comprehensive <br />plan. That draft proposes to convert the land use from commercial to high density residential. <br />The City also participates in the Livable Communities Act and in 1995, Council adopted a <br />resolution establishing housing goals. The senior housing project applies to one of the City's <br />housing goals and that is to achieve a housing stock of 10% life-cycle, non-single family <br />dwellings.
