CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL FOR A SENIOR HOUSING FACILITY; <br />CASE OF CITY OF RAMSEY AND DUNBAR DEVELOPMENT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City is working in conjunction with the Anoka County Housing and Redevelopment <br />Authority to develop a 50 unit senior housing facility on Dysprosium Street, across the street <br />from the City water tower. The City has received a proposed site plan for the project from the <br />Dunbar Development Corporation. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan and 7/30/98 memo from Dunbar Corp. regarding off-street parking <br />City Staff review letter dated July 30, 1998 <br />Draft Planning Commission meeting minutes dated 8/4/98 <br /> <br />Observations: <br /> <br />The site is zoned B-1 Business and a rezoning to Multiple Residential has been initiated by City <br />Staff. The property is approximately 3.8 acres in size and the footprint of the 3 story building is <br />21,073 square feet, which complies with lot coverage restrictions. Two accesses onto <br />Dysprosium Street are proposed and this is acceptable to the City Engineer. The building meets <br />all of the standard setback requirements. In addition, the building must be set back at least 40 <br />feet from the south property line to maintain a buffer area between the multi-family and single <br />family uses. The building is proposed to be set back 65 feet from the south property line. The <br />driveway is subject to a 20 foot setback from the adjacent single family homes to the south; the <br />plan proposes a 35 foot driveway setback. The Landscape Plan proposes to retain some of the <br />existing deciduous trees along the south property line to provide screening from the adjacent <br />single family homes. Staff has recommended that the landscaping plans along the south property <br />line include some conifers to provide year around screening. <br /> <br />The building will contain 29 one-bedroom units and 21 two-bedroom units. By City Code <br />standards, 86 parking spaces would be required. The plan proposes 81 spaces, 56 of which are <br />underground. The Dunbar Corporation has provided City Staff with information regarding the <br />parking provisions at the Centerville and Ham Lake sites, as wells as Chanhassen. The <br />information supports that 81 parking spaces will be adequate as very few residents have two cars <br />and some have none. The units meet the minimum square footage, laundry space, and storage <br />requirements established by City Code. <br /> <br />City Code requires an all natural or prefabricated stone surface on the exterior walls; any other <br />material requires the approval of the Planning Commission and City Council. The building is <br />proposed to be faced with a combination of vinyl siding and brick. The Ham Lake and <br />Centerville senior facilities are faced with vinyl siding and brick trim. Ramsey's existing <br />apartment building is faced with vinyl siding and brick accents. The building does exceed the 35 <br />foot height restriction and a variance will have to be processed. <br /> <br /> <br />
