At the <br />time the mining operation and site restoration are completed to the satisfaction of the City, the <br />balance of the escrow shall be returned to the Permit Holder. <br /> <br />19. All grading operations shall be conducted between 7:00 a.m. and 8 p.m. on weekdays only <br /> unless otherwise specifically approved by the City Administrator and/or his designee. <br /> <br />20. The amount of dust or other particulate matter caused by the mining operation shall not <br /> exceed the standards established by the Minnesota Pollution Control Agency. No operation <br /> shall be allowed when wind gust exceed 30 miles per hour. <br /> <br />21.
