PUBLIC FI-EARING <br />PLANNING COM2VIISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, August 4, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />request for a conditional use permit for a private dog kennel to maintain more than two adult dogs <br />on a parcel; case of Douglas Behrens. <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Chairperson David Bawden <br /> <br />Commissioner <br />Comrmsstoner <br />Comnussloner <br />Comlmssloner <br />Comlmssloner <br />Commissioner <br /> <br />None <br /> <br />Leo Anderson <br />Benjamin Deemer <br />Sharon Sensen <br />Charles LaDue <br />Michael Terry <br />Joe Wivoda <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:32 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained the subject property is approximately 5 acres in size and <br />zoned R-1 Rural Residential. The applicants breed and show Shiba Inus, a small companion dog. <br />They generally have 4 or 5 adult dogs at any given time and average 2 litters a year with each <br />litter producing 34 puppies. The puppies are offered for sale at the age of 8 weeks; the City <br />defines an adult dog as one that was 3 months or 12 weeks of age. Therefore, in order to <br />maintain their 4 or 5 adult dogs plus one or two litters of puppies that might be over 12 weeks in <br />age before they are sold, the applicants requested a permit to keep a maximum of 15 adult dogs <br />and puppies on the property. The applicants indicated the dogs are kept indoors overnight and <br />submitted a fencing plan to identi~ how the dogs would be restricted to the property when they <br />are outdoors. <br /> <br />Public Hearing/Planning Commission/August 4, 1998 <br /> Page I of 2 <br /> <br /> <br />
