I I I I I I I i I I '1 I I I I I I I I Case AUTHORIZATION OF JOINT POWERS AGREEMENT WITH ANOKA COUNTY HOUSING AND REDEVELOPMENT AUTHORITY By: James E. Norman, City Administrator Background: In February 1998, the City received a market study for a proposed senior rental housing project in the Ramsey area. The market study concluded that a demand for senior rental housing existed in Ramsey and the matter was turned over to the ~noka County Housing Redevelopment Authority (HRA). A site analysis, completed in March 1998, discussed site selection and the City Council, at their June 9, 1998 meeting, selected the site known as the Laws property. The I-IRA has hired an architect and construction company to proceed with the project and a site plan for the proposed facility was approved by the Planning Commission at its August 4, 1998 meeting. The site plan will be discussed earlier in the agenda of this Council meeting. Before proceeding with construction of the project, a joint powers agreement between the City of Ramsey and the Anoka County HR~ will be necessary in order to establish each party's responsibilities. The proposed joint powers agreement includes sections which discuss the initial development stage, financing, construction supervision, construction timetable, and miscellaneous provisions (draft attached to agenda item). Recommendation The County HRA subcommittee met on Tuesday, August 18, 1998, and recommended that the City Council authorize the joint powers agreement with the Anoka County I-IRA, subject to review by the City Attorney. Council Action: Motion to authorize entering into a joint powers agreement with the Anoka Coun Housing and Redevelopment Authority for a senior housing project located near the site } [ of the City's water tower.
