A double left-turn <br />lane for northbound T.H. #47 onto County Road #5 was also supported as a design change. <br /> <br />Council Action: <br /> <br />The Council is asked to set the date of the Environmental Assessment public hearing on the <br />Trunk Highway #47 project for Tuesday, September 29, 1998 fi:om 5:00 p.m. to 8:00 p.m. in the <br />Council Chambers. <br /> <br />Case #2: Update on C. R. #t16 Extension <br /> <br />The Council was advised that the schedule for completion for the C.R. #116 extension between <br />C.R. #56 and C.R. #83 is now anticipated to be November of 1998. Previous estimates had the <br />opening being completed in the summer of 1999. The Council reviewed a proposed joint powers <br />agreement outlining the responsibilities of the City of Ramsey in this project. There are two <br />major elements of City responsibility in this project. The first is to pay for the City's share of the <br />construction of this project which includes bituminous bikeway and wetland mitigation. The <br />agreement also proposes to limit the number of access points onto the highway to six. The <br />Committee requested that the number of access points proposed be reviewed by the City's <br />planning consultants. Staff has complied with that and it was the consultant's recommendation <br />that six accesses should be adequate to service the land adjacent to the county road extension, a <br />memo fi:om Hoisington is anticipated. <br /> <br />The City has obtained the right-of-way for the roadway itself through the Kurak property, the <br />wetland mitigation area, and a temporary construction easement on the western portion of the <br />project, however, a similar fifteen-foot temporary easement on the eastern have of the project to <br />accommodated the backslope of a bituminous trail was overlooked. The work on this easement <br />would require removing an existing windbreak tree line. The residential property owners <br />involved are agreeable to granting a right-of-entry to allow the project to proceed; however, <br />compensation is an issue. I have indicated to these owners that the Road and Bridge Committee <br />has recommended an $8,000 budget for landscaping restoration. <br /> <br />Recommendations: <br /> <br />The Committee recommended that the Council enter into a joint powers agreement with the <br />County; however it recommended that the City's financial contribution to the construction <br />improvements be limited to $60,000 in accordance with the recommendations of the City <br />Engineer. Secondly, the Committee recommends that the Council offer an $8,000 landscaping <br />budget.
