I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />p~ASE #: / <br /> <br /> AFSCME CONTRACT NEGOTIATIONS <br />By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />The City's negotiating team and representatives of AFSCME have reached tentative agreement <br />on an employment agreement that covers the period of January 1, 1998 through December 31, <br />2000. AFSCME members are scheduled to vote on the proposal August 20, 1998. The contract <br />provisions include: <br /> <br />Cost of living adjustment: 3% for 1998; 3% for 1999 and 3% for 2000; <br /> <br />employees hired after December 31, 1997 are not eligible <br />for the 1998 COLA. <br /> <br />New compensation plan: <br /> <br />utilizes 3% annual steps to get employees to market rates <br />over six years. Starts October 1, 1998. Next step goes <br />into effect January 1, 1999; <br /> <br />employees hired after August 31, 1998 are not eligible for <br />the October 1, 1998 step increase; <br /> <br />step increases are only given if overall performance is rated <br />satisfactory or better; <br /> <br />employees enter the step plan based on current salary; those who <br />are farthest fi.om market rates will be in the plan the entire six <br />years; others may start at the top step or at another step if they <br />are closer to the market rate for their positions. <br /> <br />Insurance: <br /> <br />employer contribution to single coverage or employees <br />who waive remains $290 per month; <br /> <br />employer contribution to family coverage increases from <br />$334 per month to $361 per month, effective January 1, <br />1998; <br /> <br />contract contains "opener" language in the event that <br />premiums for lowest priced family coverage rise above <br />$480 per month; <br /> <br />employer agrees to help employees explore options for <br />better health insurance. <br /> <br /> <br />
