PUBLIC HEARING AND LEVY OF SPECIAL ASSESSMENTS <br />FOR THE 1998 STREET MAINTENANCE PROGRAM <br /> By: Steve Jankowski, City Engineer <br /> <br />CASE # <br /> <br />Background: <br /> <br />The 1998 Street Maintenance Program consists of twelve individual projects covering <br />over twenty miles of City roadway. This year seven projects involve crack fill, followed <br />by sealcoat, covering 12.5 miles of street. Because of some very favorable bid prices this <br />year, the actual project assessment costs are considerably lower than those estimated in <br />the February feasibility study. One project, #98-01, had sufficient escrow funds that were <br />deposited by the subdivision developers to cover the entire cost of this first sealcoating. <br />Consequently this project has been eliminated as an assessable project. <br /> <br />On two sealcoat projects, #98-05 and #98-07, the North Forty and the North Forty 2nd <br />Addition, developer escrows were located after the public hearing. As a result, these two <br />projects have a substantially reduced assessment over the feasibility escrow. The policy, <br />since 1992, has been to divide the Project cost less the developer's escrow, equally <br />between the City and the benefited properties in the subdivision. <br /> <br />In addition to the sealcoat project, five projects include one and one-half inch bituminous <br />overlay. This overlay work consists of four subdivision projects and Project #98-12 <br />which involves 7.8 miles of MSA streets, including Variolite, 167th Avenue and 153rd <br />Avenue east of the Ramsey Clinic. Three of the four residential projects which will be <br />completed by the date of the public hearing will be assessed based upon actual project <br />costs. Project #98-10, Rodeo Hills, and #98-12, MSA Streets, will not be completed <br />prior to the public hearing. Those projects are being assessed based on the feasibility <br />study estimated costs. If the final project costs are less than this mount, the difference <br />will be refunded to the property owner. However the City reserves the right to reassess <br />the higher mount should the project costs be higher than the estimate.
