I I I '1 I I I I I I I I I I I I I CASE INTRODUCE ORDINANCE TO ESTABLISH DEVELOPMENT MORATORIUM ON CERTAIN PARCELS LOCATED ON HWY. #10 N.W., ADJACENT TO CITY OF ANOKA; CASE OF CITY OF RAMSEY By: Zoning Administrator Sylvia Frolik Background: Over the past few years and as a result of various studies, a variety of major health, life and safety related code deficiencies have been identified at the Anoka-Hennepin Technical College. The MnSCU (Minnesota State Colleges and Universities) Board chose not to renovate, but rather to build a new facility in its current location near industrial parks and transportation options. Observations: The redevelopment of the Anoka Hermepin Technical College will require acquisition of land west of the current facility, which involves parcels located in the City of Ramsey. (See attached map.) The Technical College has submitted a request to the State of Minnesota to purchase the 12 Ramsey parcels identified on the attached map. Recommendation: The City should place the subject parcels under a development moratorium in order to study issues st~ch as compatible land uses, appropriate future land uses in this area, and transportation corridors. Therefore, staff recommends establishment of a 6 month development moratorium on the subject parcels. The ordinance is enclosed for your information. Council Action: Motion to introduce Ordinance #98- to establish a moratorium on the development of certain parcels located on the north side of Hwy. #I 0 N.W., adjacent to the Anoka/Ramsey border.
