I <br /> I <br /> I <br /> <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br /> INTRODUCE ORDINANCE TO ESTABLISH <br />DEVELOPMENT MORATORIUM ON CERTAIN PARCELS LOCATED ON HWY. #10 <br />N.W., ADJACENT TO CITY OF ANOKA; CASE OF CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Over the past few years and as a result of various studies, a variety of major health, life and <br />safety related code deficiencies have been identified at the Anoka-Hennepin Technical College. <br />The MnSCU (Minnesota State Colleges and Universities) Board chose not to renovate, but rather <br />to build a new facility in its current location near industrial parks and transportation options. <br /> <br />Observations: <br /> <br />The redevelopment of the Anoka Hermepin Technical College will require acquisition of land <br />west of the current facility, which involves parcels located in the City of Ramsey. (See attached <br />map.) The Technical College has submitted a request to the State of Minnesota to purchase the <br />12 Ramsey parcels identified on the attached map. <br /> <br />Recommendation: <br /> <br />The City should place the subject parcels under a development moratorium in order to study <br />issues st~ch as compatible land uses, appropriate future land uses in this area, and transportation <br />corridors. Therefore, staff recommends establishment of a 6 month development moratorium on <br />the subject parcels.
