I
I
I
I
I

I
I
I
!
I
I
I
I

I
I
I
I
I

AUTHORIZE ACTIVITIES TO REPLACE
RETIRING STREETS SUPERVISOR
Linda Waite Smith, Administrative Services Manager
Dean Kapler, Director of Public Works

Background:
After serving Ramsey Township and the City of Ramsey since January 1, 1973, Public
Works Streets Supervisor is retiring. His last day at work will be October 16, 1998.

The primary responsibilities of the Streets Supervisor have been to supervise the three
Public Works Maintenance Workers assigned to the Streets division of Public Works,
street maintenance activities, snow related activities, storm sewer maintenance activities,
motorized equipment maintenance and repair, and general maintenance and repair
activities. The job description will be modified soon to incorporate new responsibilities
including storm water system inspections, annual inspection and rating of road condition,
controlling road vegetation and other issues.

The counterpart of the Streets Supervisor is the Parks/Utilities Supervisor who is
responsible for supervising the Public Works Maintenance Workers assigned to those
divisions. Both supervisors report to the Director of Public Works and both are
"working" supervisors, meaning that besides doing administrative duties, they
occasionally work alongside the people they supervise.

Observations:
Field supervision is critical to maintaining and improving customer satisfaction with
Public Works services. Adequate coverage of all the responsibilities requires two
supervisory positions. Therefore, staff is requesting authorization to fill the vacancy left
by Mr. Mevissen's retirement. Key qualifications for a successful replacement include
the ability to work closely with the Director of Public Works on all issues involving the
department and the ability to respond effectively to the concerns and needs of the public.

Recommendation:
Staff recommends that the position vacancy be posted internally at the beginning salary
of the new salary range, which is $44,034. Filling the position from within has three
advantages. It offers an opportunity -for advancement; it also decreases the time required
to learn division procedures; and it would allow an appointment by October 1 so the new
supervisor could have the benefit of working with Mr. Mevissen for a brief period.

If the position is filled internally, that person's position will need to be filled.

If no intema! candidate is appointed, the position would be advertised externally.

17l
