His last day at work will be October 16, 1998. <br /> <br />The primary responsibilities of the Streets Supervisor have been to supervise the three <br />Public Works Maintenance Workers assigned to the Streets division of Public Works, <br />street maintenance activities, snow related activities, storm sewer maintenance activities, <br />motorized equipment maintenance and repair, and general maintenance and repair <br />activities. The job description will be modified soon to incorporate new responsibilities <br />including storm water system inspections, annual inspection and rating of road condition, <br />controlling road vegetation and other issues. <br /> <br />The counterpart of the Streets Supervisor is the Parks/Utilities Supervisor who is <br />responsible for supervising the Public Works Maintenance Workers assigned to those <br />divisions. Both supervisors report to the Director of Public Works and both are <br />"working" supervisors, meaning that besides doing administrative duties, they <br />occasionally work alongside the people they supervise. <br /> <br />Observations: <br />Field supervision is critical to maintaining and improving customer satisfaction with <br />Public Works services. Adequate coverage of all the responsibilities requires two <br />supervisory positions. Therefore, staff is requesting authorization to fill the vacancy left <br />by Mr. Mevissen's retirement. Key qualifications for a successful replacement include <br />the ability to work closely with the Director of Public Works on all issues involving the <br />department and the ability to respond effectively to the concerns and needs of the public. <br /> <br />Recommendation: <br />Staff recommends that the position vacancy be posted internally at the beginning salary <br />of the new salary range, which is $44,034. Filling the position from within has three <br />advantages. It offers an opportunity -for advancement; it also decreases the time required <br />to learn division procedures; and it would allow an appointment by October 1 so the new <br />supervisor could have the benefit of working with Mr. Mevissen for a brief period. <br /> <br />If the position is filled internally, that person's position will need to be filled. <br /> <br />If no intema! candidate is appointed, the position would be advertised externally. <br /> <br />17l <br /> <br /> <br />
