typically not sprinkled, he explained that this area is perfect for burning conditions. Also since
this would be the tallest building in town, there is a greater possibility of a lightening strike. He
stated that Anoka and Andover, with which the City has Joint Agreements, have aerial trucks;
however there is no guarantee that they will be available when needed. It is in the City's Capital
Improvement Program to purchase this equipment in 2005. Fire Chief Kapler stated that without
the ability to reach the attic, this would be a firefighter's nightmare. He suggested consideration
be given to using a dry system for sprinkling the attic.

Board Member LaDue inquired whether it made any difference if there were fire walls in the
attic, and Fire Chief Kapler replied it would obviously make a difference; any separation between
open areas would be of great value to fire suppression efforts.

Chairperson Deemer inquired whether the City was charged for services received from Andover
or Anoka. Fire Chief Kapler responded that there is no additional charge, although the City
should look at that assistance only on a short term basis and take the responsibility to cover its
own area. ·

CITIZEN INPUT

Denise Albrecht, 5313 143rd Avenue NW, stated she finds it unnecessary to build a 3-story
building adjacent to single-family housing, and thought they should be able to get enough units
without a third level.

ADJOURNMENT

Motion by Board Member Bawden and seconded by Board Member Jensen to adjourn the public
hearing.

Amendment by Chairperson Deemer and seconded by Board Member Bawden to enter into the
record of this public hearing the memorandum from Fire Chief Kapler, dated August 25, 1998,
and the letter from Scott D. Varner, Deputy Anoka County Assessor, dated August 28, 1998.

Amendment carried. Voting Yes: Chairperson Deemer, Board Members Bawden, Jensen, and
LaDue. Voting No: None. Absent: Board Members Anderson, Terry, and Wivoda.

Motion carried. Voting Yes: Chairperson Deemer, Board Members Bawden, Jensen, and
LaDue. Voting No: None.
