Councilmember Haas Steffen noted there are several county ditches listed in the plan but <br />no discussion. <br /> <br />Mr. Raatikka responded that they looked at the overall costs of improvements. We split <br />the City into drainage districts and the cost ranged from 1.8 cents per square foot to 3.6 <br />cents. <br /> <br />City Engineer Jankowski stated that some of the financing is addressed in this most <br />recent study, which was prepared in February, 1997, by SEH Inc. He presented a list of <br />charges. <br /> <br />Mr. Raatikka, in talking about the previous study, Council passed on a taxing district - set <br />up the Mississippi and Rum River taxing districts. One project was completed at <br />Highway #10 and Sunfish Lake Boulevard. The City received some funds from MnDOT. <br /> <br />Councilmember Haas Steffen inquired if that was assessed back. <br /> <br />Mr. Raatikka replied that it was supposed to be - the entire Mississippi Tax District. <br /> <br />Mr. Jankowski added that it was from the river up to the railroad tracks. Then when <br />Waste Management had the pump-out facility, it was extended up to that. The last <br />extension was not assessed. When we extended down McKinley, we took money out of <br />TIF. We did not assess. We sold th~ lot to Capco and the other side to Dennis Sharp. <br />The money from these developments go toward paying back TIF. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to direct staff to get more information about the projects and how they have been <br />assessed, have they all be assessed to these drainage districts. If the projects have not <br />been assessed, how have they been paid for. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting <br />No: None. <br /> <br />Councilmember Haas Steffen noted that these kinds of projects have not been in the CIP. <br /> <br />Mr. Jankowski responded that usually it's in the CIP, labeled streets, sewer, etc. Storm <br />sewer is usually a part of a street improvement and is part of the street cost. He added <br />that the City has a storm water impact fee and described the formula for same. ' <br /> <br />Councilmember Haas Steffen stated if there is a plan that is being used, it should be in the <br />CIP.
