1.7 Award Protest: A firm submitting a proposal may appeal the award decision by submitting a written <br />protest to the City of Ramsey Municipal Center within five (5) business days of the date of the award notice, <br />with a copy of the protest to the successful proposal. The protest must contain a detailed statement of the <br />basis for the challenge. <br />1.8 Communication with the City: It is the responsibility of the firm submitting a proposal to inquire promptly <br />about any requirement of this RFP that is not understood. Responses to inquiries, if they change or clarify the <br />RFP in a substantial manner, will be forwarded by addenda to all parties that have received a copy of the RFP. <br />1.9 Submission: A SIGNED original and four (4) copies of the proposal must be received at the Ramsey <br />Municipal Center 7550 Sunwood Drive NW Ramsey, MN 55303, in a sealed envelope labeled "2011 Park <br />Quote" no later than 2:00 P.M. local time, XX-XXst, 2011. The proposal must be date stamped by City Staff in <br />order to be considered. Firms submitting a proposal are strongly encouraged to submit proposals in advance <br />of the due date to avoid the possibility of missing the 2:00 P.M. deadline due to unforeseen circumstances. <br />The City assumes no responsibility for delays caused by any package or snail delivery service. A postmark on <br />or before the due date WILL NOT be a substitute for receipt of proposal. Proposals received after the due <br />date and time will be returned unopened. Additional time will not be granted to any single proposal, <br />however, additional time may be granted to all firms submitting a proposal when the City determines that <br />circumstances require it. FAXED OR E-MAIL PROPOSALS WILL NOT BE ACCEPTED. <br />1.10 Proposal Understanding: By submitting a proposal, the firm submitting a proposal agrees and assures <br />that the specifications are adequate, and the firm submitting a proposal accepts the terms and conditions <br />herein. Any exceptions should be noted in your response. <br />1.11 Costs of Preparation: Firms submitting a proposal assume all costs of preparation of the proposal and <br />any presentations necessary to the proposal process. <br />1.12 Debarment: Submission of a signed proposal in response to this solicitation is certification that the firms <br />submitting a proposal is not currently debarred, suspended, proposed for debarment, declared ineligible or <br />voluntarily excluded from participation in this transaction by any State or Federal department or agency. <br />Submission is also agreement that the City will be notified of any change in this status. <br />31 <br />
