Over <br />25,000 more students are located in the ring of counties surrounding the <br />Twin Cities, 9 percent of the state total. <br />• Minneapolis -St. Paul ranks fourth in the nation in the education power <br />index, a measure of educational attainment. <br />• Cities in Minnesota are among the most literate in the nation with <br />Minneapolis ranking third and St. Paul seventh, according to the <br />"America's Most Literate Cities, 2009" report by Central Connecticut State <br />University. <br />• Minnesota's average ACT composite score of 22.7 was the highest in <br />the nation among the 27 states in which more than half the college -bound <br />students took the test in 2009.
