Councilmember Haas Steffen stated that County Commissioner Berg
indicated that there was no such support from the City of Anoka which shares the fourth
leg of this intersection on Thurston Avenue. She reported that the project may also
require turn lanes and possibly an extension of the four lane to T.H. #47. The Road and
Bridge Committee directed staff to investigate the possibility of a modest cost project
which might include just temporary signals to avoid the wait for a larger, more costly
project. Mr. Jankowski noted he had received a fax from John Harwood regarding the
subject, and what it would take to get this done. There will be some cost to the City and
he offered that this issue will be back on the next agenda.

Councilmember Haas Steffen stated that without turn lanes, Commissioner Berg feels we
will be defeating the purpose. Commissioner Berg also thought the County may want to
put in medians. The City of Ramsey has said they will try to move this up - we would
front the money and then get it back from the County.

4) Street Maintenance Program Assessments

Mr. Jankowski reported that the issue of assessing for street maintenance will be
discussed at a later meeting.

5) Update on T.H. #47

Mr. Jankowski stated that an open house type public hearing will be held on the T.H. #47
project, on Tuesday, September 29, 1998, from 5:00 p.m. to 8:00 p.m., with a
presentation at 7:00 p.m. The document is available for review at City Hall and at the
Rum River Branch of the Anoka County Library. He continued that a pedestrian
crossing, either an underpass or overpass would be eligible for 80% Federal funding
providing the cap amount of the grant is not exceeded. He pointed out that he is meeting
tomorrow with the engineering consultant, SRF, to discuss drainage projects. The
discussion will include the outlet for the proposed senior housing and potential Lord of
Life development. He added that the appraisals of the remaining 12 homestead properties
which need to be acquired in their entirety have been initiated.

6) Change Order for Improvement Project #98-18

Mr. Jankowski reported that the City had an agreement with Northern Airgas to construct
a driveway. We decided we could widen the 24-foot driveway to the full 44-foot width
of McKinley Street for an additional $7,000. In the event McKinley was pushed through
further to the east, it's to our benefit to have a full width street. The Road and Bridge
Committee recommended the change order.

City Council/September 22, 1998
