CASE # REQUEST FOR SITE PLAN REVIEW OF C. R. CONCRETE DESIGN; CASE OF RICK BURNHAM By: Cindy Sherman, Community Development Director Background: Rick Burnham is seeking site plan review to develop a 12,960 square foot office/warehouse building on Armstrong Boulevard (CSAH 83). The development is proposed on lot 1, Block 1, HY-10 Ramsey 2nd Addition. The following items are enclosed: a) Site location map b) Site plan Notification: Site plans are not subject to a public hearing. Observations: The property is located in the area which was recently included in a development moratorium. The moratorium became effective on September 28. This application was submitted on September 25 prior to the moratorium becoming effective. However, the moratorium language states that the City will not approve any applications while the moratorium is in effect unless an exception to the moratorium is granted. Staff does not believe an exception is warranted in this case. The ordinance outlines the criteria that must be met in order to grant an exception to the moratorium. On of the criteria is "that the proposed exception will be harmonious with and in accordance with the specific objectives of the City's existing comprehensive Plan and will not adversely affect the planning process for adoption of amendments to the Comprehensive Plan above described." The draf~ Comprehensive Plan identifies this parcel as a potential area for change from the current regulations and therefore any approvals would not be in keeping with the intent of the moratorium which is to protect the planning process. The Planning Commission did not review the site plan details but would like an opportunity to review the plans should the application move forward at this time or in the future. Recommendation: The Planning Commission recommends that the application be denied at this time because the site is subject to the development moratorium.
