CASE <br /> <br />AUTHORIZATION TO RETAIN LEGAL COUNSEL FOR <br />STORM WATER MANAGEMENT MATTERS <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City had retained the services of Charles LeFevere, from the firm of Kennedy and <br />Graven to study storm water management and county ditch matters within the City of <br />Ramsey. Mr. LeFevere provided a document dated September 16, 1998, which addressed <br />the issues requested by the City and recommended that the City enter into an agreement <br />with the Lower Rum River Watershed Management Organization (LRRWMO). Staff <br />met with the LRRWMO Board on September 17, 1998, and proposed the previously <br />described agreement. Since the LRRWMO already utilizes the services of Mr. LeFevere <br />and the Board would require Mr. LeFevere's services to review any proposed agreement, <br />the LRRWMO requested the City of Ramsey retain the services of a different attorney to <br />prepare a proposed agreement. Staff contacted the State Board of Water and Soil <br />Resources and were recommended various persons who specialize in ditch and watershed <br />issues. Mr. Raymond O. Marshall from the firm of Lawson, Marshall, McDonald & <br />Galowitz, P.A. in Lake Elmo, Minnesota, was contacted and agreed to provide the <br />services as requested by the City of Ramsey. <br /> <br />Recommendation: <br /> <br />Staff would recommend the City Council retain the services of Raymond O. Marshall <br />from the firm of Lawson, Marshall, McDonald & Galowitz, P.A. to provide services <br />related to storm water management issues. <br /> <br />Council Action: <br /> <br />Motion to authorize retaining the services of Raymond O.
