Mr. Scheib discussed the spacing of interchanges on T.H. #10 and noted that the transportation
consultant should review these issues.

Commissioner Anderson referred to the trail plan and questioned whether "sidewalk" was a dirty
word or if "trail" meant the same thing.

Mr. Scheib stated he would make sure that gets addressed in the plan.

Commissioner Anderson inquired about the proposed maximum density requirement for the
Rural Developing area.

Mr. Scheib explained that the majority of lots are on 1.5 to 2 acres, but the average is 2.5.
Metropolitan Council would like to see t unit per 10 acres, however, 1 unit per 2.5 acres is
consistent with what's out there.

Commissioner Anderson expressed concern regarding recent failed septic systems and the reason
for failure.

Mr. Scheib stressed it was critical that the City implement a program that keeps an inventory of
these septic systems.

Mr. Walther advised that many of the recent failures are not immediate threats. Bottomless tanks
are no longer considered compliant with Code. Installations from 1980 to the present are safe,
however, the building boom in the t 970's could present more problems.

In concluding the meeting, Mr. Scheib advised that he is awaiting feedback from the
Metropolitan Council regarding the Plan. He reported that adjacent communities have six
months to respond, but they must notify within 60 days that a response will be forthcoming. If
notification is not made within 60 days, everything is acceptable.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commissioner Wivoda to adjourn the
workshop.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Wivoda, Anderson,
Jensen, and Terry. Voting No: None. Absent: Commissioner LaDue.

The special workshop of the Planning Commission adjourned at 9:55 p.m.

I
I
I
I
I
I
I
I
I
I
I
I
I
I

Respectfully submitted,

Recording Secretary

Sylvia Frolik
Zoning Administrator

Planning Commission/September 1 O, 1998

I
I
I
I
