Therefore, in order to maintain their four or five adult dogs plus one or two litters of <br />puppies that might be over 12 weeks in age before they are sold, the applicants are <br />requesting a permit to keep a maximum of 15 adult dogs and puppies. The applicants <br />have indicated that the dogs are kept indoors overnight and they have submitted a fencing <br />plan to identify how the dogs will be restricted to the property when they are outdoors. <br />The Planning Commission conducted a public hearing where one resident expressed <br />concern regarding the potential for excessive barking during the evening hours. The <br />applicant stated that the dogs are kept indoors overnight and the Planning Commission <br />amended the proposed conditional use permit to establish that the dogs cannot be left <br />outside unattended between the hours of 10:00 p.m. and 6:00 a.m. As with the last <br />permit, it is recommended that the language be added to the permit that violation of a <br />term could result in revocation of the permit. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #98-08-210 adopting Findings of Fact #0470 relating to a request from <br />Douglas and Evelyn Behrens for a conditional use permit for a private dog kennel to <br />maintain more than two adults dogs on a parcel of property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Beahen. Voting No: None. He added that he will work with his neighbor. <br /> <br />Case #8: <br /> <br />Request for a Conditional Use Permit for a Personal Communication <br />System Antenna on City Property; Case of PageMart <br /> <br />Zoning Administrator Frolik stated that the City has received an application from <br />PageMart to install and operate pers6nal communication system (PCS) antennae on the <br />City's water tower at 14391 Dysprosium Street NW. The site is zoned B-1 Business and <br />so are the surrounding parcels. The applicant is proposing to install a six-foot diameter <br />satellite dish antenna, two 8-foot stick antennae and one 6" - 8" diameter GPS antenna on <br />the City water tower. There will also be two 6' x 2' x 2' equipment cabinets that are <br />proposed to be stored in the water tower equipment room and, therefore, no screening of <br />the equipment cabinets will be required. There will be no personnel stationed at the site <br />on a permanent basis.
