sand matter and they have put it in from the road and are working their way back. Mr.
Jankowski felt it is not to establish vegetation.

Ms. Asmussen suggested it was indeed for that purpose and added that the City also
removed a tree of theirs and she felt it was unnecessary to do that.

Councilmember Haas Steffen reported that she received a call from another gentleman
who lives by the Asmussen's. When she (Haas Steffen) talked with the Engineer about
this issue, she was left with the impression that we were not sure if this was a drainage
easement.

Mr. Jankowski acknowledged that it is definitely a drainage easement.

Councilmember Haas Steffen suggested that the City Engineer and the Director of Public
review the situation and propose a solution. She understood another party called about
the filling that was going on and expressed concern about drainage difficulties and also
about the danger to children in the area. Councilmember Haas Steffen asked that
discussion of this issue be placed on the next Road and Bridge Committee agenda.

Mayor Gamec introduced and welcomed Cindy Sherman, the newly hired Community
Development Director for the City of Ramsey.

Councilmember Haas Steffen reported that about a week ago, City Administrator Norman
sent out a letter to the City Council and the Planning Commission. The letter was dated
April, 1997, and was from three residents who were concerned about the shooting range
in Ramsey. She noted there have been other concerns expressed also. Councilmember
Haas Steffen asked that staff schedule a meeting to include the owner of the gun club and
the residents in the vicinity of the gun club to discuss concerns. She noted there is also a
question about the use being grandfathered and asked that staff contact sister cities who
have shooting ranges to review their conditional use permits for same.

APPROVE AGENDA

It was noted that the Personnel Committee was not held earlier this evening, therefore,
Case #7: Report from Personnel Committee should be removed from the agenda.

City Attorney Goodrich asked to add Case #9: Consider Certificate of Completion
regarding the Guy Addition and Case #10: Adopt Resolution Approving Value of Bury
and Carlson Condemnation Action.

Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to
approve the agenda as amended.

Motion carried Voting Yes: Mayor Gamec, Councilmembers Beahen, Zimmerman and
Haas Steffen. Voting No: None. Absent: CouncilmemberBeyer.

City Council/September 8, 1998

i
I
I

I
I

I
!
