I <br />I <br />I <br />I <br /> <br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #98-11- <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />DEVELOPMENT PROPOSAL FOR PROPERTY IN HY-10 RAMSEY 2ND ADDITION <br /> <br /> WHEREAS, the City received an application for site plan approval in accordance with <br />Section 9.03.06 of the Ramsey City Code. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY TIlE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />o <br /> <br />That Rick Burnham, hereinafter referred to as "Applicant," has properly applied for site plan <br />approval to develop a 12,960 square foot office/warehouse building in the Industrial District <br />located on the west side of Armstrong Blvd. N.W. <br /> <br />That the site is legally described as follows: Lot 1, Block 1, HY-10 Rarnsey 2nd Addition, <br />Anoka County Minnesota ("Subject Property") <br /> <br />That the City is in the process of updating the Comprehensive Plan and the draft plan reflects <br />a possible land use change on the Subject Property from Industrial to Urban/Rural <br />Residential Transition. <br /> <br />That on August 11, 1998, the City Council introduced an ordinance to place a development <br />moratorium on the Subject Property to protect the planning process during the <br />comprehensive plan update. <br /> <br />That on August 25, 1998, the City Council adopted Ordinance #98-13 establishing a six <br />month development moratorium on the Subject Property. <br /> <br />That on September 10, 1998, the Applicant filed for site plan approval to develop an <br />office/warehouse on the Subject Property. <br /> <br />That on September 17, 1998, the Community Development Director issued a letter to the <br />Applicant noting deficiencies in the site plan application submittal and staff's intention to <br />recommend denial of the site plan application based on the pending development <br />moratorium,. <br /> <br />That on September 25, 1998, the Applicant submitted the additional site plan information <br />listed in the Community Development Director's letter of September 17, 1998. <br /> <br />That on September 28, the moratorium ordinance became effective in accordance with the <br />City Charter, and it prohibits receiving applications or granting approvals to subdivisions, <br />rezonings, site plans, conditional use permits or variances during the term of the ordinance. <br /> <br /> <br />
