I
I
I
I
I

I
I
I
I
I
I
I
I
I
I
I
I

REQUEST FOR A CONDITIONAL USE PERMIT
TO GRADE AND EXPORT SOILS; CASE OF CITY OF RAMSEY
By: City Engineer Steve Jankowsld

CASE #:

Background:

As you know, since April of 1997 the City Council has been actively pursuing development of a
senior housing facility in Ramsey. These efforts have ultimately resulted in the City Council
selecting a portion of the Laws estate across'the street from the water tower as the site for a
senior housing rental project. Site preparation requires exporting excess soils from the site and
City Code requires a conditional use permit to export more than 400 cubic yards of soil.

Notification:

In accordance with State Statute, Staff notified property owners within 350 feet of the subject
property of the public hearing. ..

Observations:

The approved grading plan reviewed in August would have required exporting approximately
8,000 cubic yards of soil from the site. This would also have necessitated a 7%-8% grade on the
driveway into the underground parking garages, which is not a desirable situation. Therefore, the
grading plan has been revised to maintain a 5%-6% slope on the driveway into the underground
parking garages. This plan requires raising the site elevation approximately 2 feet by retaining
most of the soils on site and exporting 1,800 versus 8,000 cubic yards of material.

The haul route proposed by the project consultants is exiting the site onto Dysprosium Street
N.W. and then southwest to Industry Avenue and then West to A.E.C. Energy Park. Staff
recommended, and the Planning Commission agreed, that the haul route be Dysprosium Street
N.W. to County Road #5; County Road #5 south to Industry Avenue, and Industry Avenue west
to A.E.C. Energy Park. The basis for this recommendation is to eliminate the traffic impact to
the residents of Flintwood P.U.D.

According to the National Wetland Inventory, Wetland PEMC is located on the site. The
wetland is presumably the low point noted on the site plan. However, it needs to be delineated
and protected with a silt fence during construction.

The following items are enclosed for your information:

a)
b)
c)

Site location map
Proposed grading plan
Planning Commission public hearing and regular meeting minutes dated 10/6/98
