The
purpose of the meeting was to discuss the goals, priorities, and action items that the Commission
had developed.

Following discussion, the EDA and EDC agreed to merge into one body to provide a more
focused and fulfilling role for the members.

Staff has completed research regarding the existing Enabling Resolution and the process for
modifying the make-up of the EDC. The Enabling Resolution that was adopted in December
1991 specifically designated City Council members as EDA commissioners.

Recommendation:

In order to change the membership and to more clearly define the powers and duties of the EDA,
staff proposes rescinding the 1991 resolution creating the EDA and preparing a new resolution to
reflect the changes discussed by the EDC and EDA.
