Jankowski, City Engineer Background: The purpose of this case is to provide a continuing update on the progress of this very significant project. The following issues will be addressed: · The City's response to public hearing comments · Report on the feasibility of a pedestrian tunnel or overpass · A review of the project budget · A discussion of issues affecting the project schedule Response to Public Hearing Comments. Following the public hearing on the environmental document which was held on September 29, 1998, there is a 30 day period for written comments to be received. To date, the City has received seven comment sheets and a letter from Landmark Bank. All of these comments have been in support of the signalization at 142nd Avenue and Trunk Highway ~47. In addition, a petition with nearly 400 signatures favoring a signalized intersection was submitted to the City Council at the October 13, 1998 meeting. Copies of the comments and petitions will be submitted as part of the public comment on the project and have been attached to this case. At the meeting, both Jim Dvorak and Dennis Eiler of SRF, Inc., will be in attendance. Mr. Eiler will be summarizing the rationale for including the signalization of the 142nd Avenue intersection in the Trunk Highway #47 corridor study. Mr. Eiler also specializes in traffic signal design and operations and will be a valuable resource in answering questions regarding signalization issues. The Committee should give direction to the consultants to formulate a City response to the public comment received. Pedestrian Tunnel/Overpass. Attached is a September 17, 1998, memo fi'om project engineer Matt Hanson on the feasibility and of a pedestrian underpass across C.S.A.H. #5 having a cost of $140,000. Previously, it was report that the cost of this work would be eligible for 80% federal funding. A pedestrian overpass bridge is also a possibility at locations where grading makes a tunnel underpass unfeasible. However, it is cautioned that the long ramps and the 20-foot vertical climb results in minimal pedestrian use. Revised Project Budget. The last time a complete project budget along with financing sources was presented was eight months ago, in February. In June, the right-of-way/right-of-access cost estimates were revised upward from $2,000,000 to $2,200,000. A revised estimate of project cost and funding is provided in the attached table to refresh memories. It is anticipated that an updated cost estirhate of the construction cost will be available soon.
