Steve Jankowski <br />Page 3 <br />November 19, I997 <br /> <br />It appears to have a bottom near ground water with some limited depth of perched <br />water likely due to silt in the bottom. This would not seem to be the sort of pond or <br />wetland that could handle a lot of developmental runoff and maintain its amenity <br />value. The City of Anoka is planning on maintaining this wetland with a fairly uniform <br />water level. The City intention is to limit and restrict the surface area tributary to this <br />pond so as to maximize its aesthetic value. It would be Anoka's intent that no <br />Ramsey developmental runoff and only limited Anoka runoff, primarily from pervious <br />areas, be routed to the Lot 3 Pond. <br /> <br />An aspect-that' needs-to' be resolwcl for the City of Ramsey flow to Anoka is cost <br />participation; The City of Anoka has a significant investment in its stormwater <br />system. The improvement work has been funded from the normal multiple of sources <br />including assessment, State or State Aid Funds and General taxation including tax <br />increments. The City of Anoka has in the past entered into agreements with the <br />communities of Andover and Coon Rapids for mutual storm water service. An <br />agreement between Anoka and Ramsey to address initial cost, maintenance cost, and <br />system depreciation or ultimate replacement is necessary. These agreements are <br />relatively routine. Ray Schultz of the City of Anoka would be the contact person.
