Councilmember Zimmerman stated he voted against the motion due to the number of trees, m Case #2: Consider Authorization of Improvement Project #98-16 (Bituminous Paving I Bison Street from 171st Avenue to a Point 1,000 Feet South Thereof) City Engineer Jankowski noted that a feasibility study on Project #98-16 was presented to the I City Council on June 9, 1998, which outlines the feasibility and costs associated with the paving m of Bison Street. A public hearing was held on August 11, 1998. No comments were received at m the public hearing. The costs of the project are proposed to be special assessed under Chapter I 429 of the Minnesota State Statutes. The City Charter requires such projects provide a 60-day m period following the close of the public hearing to allow citizens to petition against the project. mm Sixty days has now elapsed since the date of the hearing and no petitions regarding the project m have been received. The City Council may proceed with the authorization of this project by directing the preparation of plans and specifications for the street improvement. Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to adopt Resolution #98-10-246 authorizing the preparation of plans and specifications for Improvement · Project #98-I6 in accordance with the feasibility study. m Motion carried. Mayor Gamec stated that due to an audience member who was present, he will move Case #7 I forward on the agenda for consideration at this time. The Council Concurred. I Case #7: Adopt Ordinance to Establish Development Moratorium on Certain Parcels I Located on Highway #10 NW Adjacent to City of Anoka; Case of City of Ramsey Zoning Administrator Frolik explained that on September 22, 1998, the Council introduced an l ordinance to place a development moratorium on certain parcels located on T.H, #10 N.W., just mm of the Anoka Hennepin Technical College. The purpose of the moratorium is to take time to I west study issues such as compatible land uses and appropriate future land uses as they pertain to the I possibility of the technical college expanding to the west into Ramsey's city limits. Staff recommends adoption of the ordinance. Lowell Zitzloff stated he has operated the Anoka Auto Parts Store for several years but has now · outgrown it. He explained that he purchased the lot west of the technical school in early m September and no one mentioned a moratorium during that time. However, this morning his m architect who is working with City Staff.informed him of the moratorium. Mr. Zitzloff stated that he had planned a nice development on this property. He stated he talked with Clifford Kurkowski(SP?) from the technical school to explain this situation. He stated Mr. Kurkowski stated their plans are to remove 360,000 square feet of building and construct a building that is 440,000 square feet. Mr. Zitzloff stated they currently have 26 acres and need 23.6 acres for a building of that size.
