I <br /> <br />Contract No. <br /> <br /> JOINT POWERS AGREEMENT <br />NORTHWESTE~ ANOKA COUNTY COMMUNITY CONSORTIUM <br />"NWACCC" <br /> <br /> The parties to this Agreement are Anoka County, City of Andover, City of Anoka, City of <br />Ramsey, and Independent School District No. 11, all of which are govern_ mental units of. the State <br />of Minnesota. This Agreement is made pursuant to Miuriesota Statutes, Section 471.59. <br /> <br /> ARTICLE I. GENERAL PURPOSE <br /> <br /> The general purpose of th.is Agreement is to create an organization through which the parties <br />may jointly and cooperatively create a community- .wi.' de v/si~n for pos/tire youth development that <br />would focus on developing a derailed action plan to implement the resfilts of the recent Search <br />Institute Youth Needs Assessinent Survey." The organi~,~on would concentrate on encouraging <br />community parmerships that would improve the factors inlu~biting healthy development identified <br />in the aforementioned study. The or~vj~ation would also work to promote both the internal and <br />external assets identified in the study and assist youth in increasing their ability to make positiv,,e <br />choices in their lives. The orga~on will continually assess pro~ress toward meeti~ that detailed <br />action plan to promote positive youth development and attempt to d/m/nish or el_~rn~,,ate influences <br />that limit healthy youth development. The organization would serve as a formal struCtme to <br />assemble a permauent Child and Youth Task Force that would be responsible for implementing th/s <br /> <br />action plan on a permanent basis. ~ ... <br /> <br /> ARTICLE H. PARTIES <br /> <br /> Section 1. The governmental u~ts eligible to become parties to this Agreement are <br />Anoka County, City of Andover, City of Anoka, City of Ramsey, Independent School District No. <br />11, and such other governmental units sharing common concerns and designated by ~ }3oard ~om. <br />time to time. <br /> <br /> Section 2. Any governmental unit desiring to enter into this Agreement may do so by <br />the duly authorized execution of a copy of this Agreement by its proper officers. Thereupon, the <br />clerk or other corresponding officer of the governmental unit shall file a duly executed copy of the <br />Agreement, together w/th a certified copy of the authorizing resolution or other action, with the <br /> <br /> <br />
