With either alternative the TH 47 mainline levels of service were also acceptable <br />as well, but with no signal at 142nd Avenue there would be over a hundred miles <br />of daily added travel distance for those vehicles diverted fi:om 142nd Avenue to <br />CSAH 5. <br /> <br />The alternative of removing the east leg of CSAH 5 intersection produced no <br />improvement to overall operations and would co..rnplicate the acquisition of <br />controlled access. <br /> <br />The analysis was completed using the year 2008 a.m. and p.m. peak hour forecast <br />volumes. Justification Summary <br /> <br />Traffic signal installation of 142nd Avenue NW is justified on the basis of <br />meeting signal Warrants 2, 9 and 11 and being an essential element in the effort of <br />the City of Ramsey to reduce direct property access to TH 47. <br /> <br /> <br />
