RECEIVE INFORMATION ABOUT
HEALTH INSURANCE FOR ELECTED OFFICIALS
By: Linda Waite Smith, Administrative Services Manager

Background:

As a purchaser of health care coverage for employees, the City l~as the option of deciding which
categories of employees are eligible for coverage. Currently, elected officials and part-time
employees are not eligible.

If the City decides to include elected officials, the process is as follows:

1) The City Council passes a resolution stating that the employee group "Elected Officials"
will be eligible for inclusion in the plan. A copy of the resolution is forwarded to the plan
administrator.

2) The City Council agrees to treat elected officials the same as other employee groups
included in the plan. Specifically, the employer (City) has to contribute the same amount of
money toward coverage for elected officials that it does for other employee groups.

Using the current employer contribution rate of $290 per month for each person who waives
coverage or takes single coverage, and $361 per month for each person who takes family
coverage, the annual cost would be between $17,000 per year ($290 X 5 people X 12 months)
and $21,660 ($361 X 5 people X 12 months).

If an entire group is added to the plan, coverage can begin at any time, not only during open
enrollment, which is August of each year.

Committee Recommendation:

No action necessary. Information item only unless staff directed otherwise.

Reviewed By:

City Administrator
Administrative Services Manager
Finance Officer

PC 11/24/98
