HOU-~?-~998 ~20 CITY OF R~HSEY 6~2 42? 554~ P.05/06 APPROVE FIRST PHASE COMPLETION BUDGET FOR ALPINE PARK By: Mark Boos, Parks/Utilities Supervisor Background: Earlier this year, the primary contractor in Alpine Park's development complctcd their work and was paid a total of $319,732. A to~al of $460,655 was available for thc consizuction of the park. The majority of these funds were proceeds oft. he land sale now known as Alpine Estates. However, $40,000 came from the Landfill Trust Fund interest earnings in Ii)g?, and another $33,000 in 1998. Currently, $33,250 in park dedication, intended for Alpine Park, remains in the pa~k tn~st (which is included in the $460,655 figure above). Besides the aforementioned expenditure, park development dollars were also applied to the water trunk line and conlracted engineering costs. This leaves $105,812 available for f'mal phase completion. Notification: Public input was sought on Alpine Park's development through numerous park Capital lrnprovrmc, nt public hearings and n~ighborhood meetings leading up to Alpine Park's construction. Observations: On September 10, 1998, the Park and Recreation Commission recommended completion of the l~rk's first phase in the marm~r proposed by the attached budget. The park's athlefi~ fields will be used by RYAA in the spring, If CitY Council authorizes the completion or' this first phase, staff will begin the process of receiving bids for thc improvements or ordering the items such as trash r~c~pticals. It is expected that the trail segments, the shelter, and thc entry sii0's would not be completed until Spring of 1999. The tree and shrub installation would likely be both a fall 1998 and a spring project to take best advantage o£ plant ava/lability and valu~ and also volunteer labor opportunities, Currently, $75,562 remains in Alpine Park's budget. Approval of the first phase completion would require authorizing the Finance Officer to transfer $33,250 in Alpine Estates park dedication proceeds from th~ park trust fund as well as $4,500 from the Park and R~creation Commission's I998 Lawful Gambl~g Improvem~t Program to the Park Budget. Committee Action: Motion to recommend City Council approve the Alpine Park first phase completion budget and direct staff to transfer th~ funds specified above.
