Norman, City Administrator <br /> <br />Background: <br /> <br />During the Council meeting of November 24, 1998, the City Council held a public <br />hearing and rescinded the Economic Development Authority, created by resolution in <br />1991, and adopted an enabling resolution, thereby creating a new Economic Development <br />Authority (EDA). State Statute 469.095, subd. 2, states that the appointment to the EDA <br />"shall be appointed by the mayor with the approval of the city council". Mayor Gamec <br />has made a decision for his appointment and has asked that the item be placed on the <br />agenda for Council action. <br /> <br />EDA Appointment <br /> <br />According to the enabling resolution, adopted on November 24, 1998, the EDA will be <br />made up of seven members -- two of which will be City Council representatives. Of the <br />five non-Council representatives to the EDA, Mayor Garnet has chosen to re-appoint the <br />four remaining members of the former Economic Development Commission, made up of <br />David Kent, Chris Riley, Lydia Scheiber and Ken Wagner. Mayor Gamec will have the <br />final non-Councilmember representative appointment available at the meeting. At the <br />time of this case writing, he had not yet received a confirmation from the final appointee. <br />The Mayor has selected Councilmembers Natalie Haas Steffen and Gerald Zimmerman to <br />the Council representative positions to the EDA. <br /> <br />Council Action: <br /> <br />Motion to approve the Mayor appointment to the EDA of David Kent, Chris Riley, Lydia <br />Scheiber, Ken Wagner, and as non-Council representatives and <br />Councilmembers Natalie Haas Steffen and Gerald Zimmerman as Council representatives <br />to the Economic Development Authority. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Community Development Director <br />City Attorney <br /> <br />CC: 12/08/98 <br /> <br />jo/EDA Appt. doc <br /> <br /> <br />
