Discussion ensued regarding appropriate densities, why the minimum is 5 units per acre <br />throughout the Plan, and the appearance of rewarding higher densities and lower end <br />housing. <br /> <br />Mr. Scheib explained that many communities use density bonuses for affordable housing <br />because land values are so high. With density bonuses, the developer than put the <br />savings into building better quality affordable housing. <br /> <br />Mr. Hendriksen stated that the Plan needs to mandate open spaces, otherwise developers <br />will fill up the open spaces with housing units. <br /> <br />Discussion ensued regarding the possibility of scaling back the number of references in <br />the document to 'affordable housing' or at least reiterating throughout what is considered <br />affordable today as established on page 64 ($120,000 owner occupied/S685 per month <br />rental). Consensus was to include some language in the document to pursue a balance <br />between upscale homes and affordable housing. <br /> <br />Comments also suggested including., language to pursue the types of commercial <br />development that require more technical, higher paying jobs. <br /> <br />A review of 'Permanent Rural Policies' and 'Permanent Rural Performance Criteria' on <br />pages 32 and 33 commenced. <br /> <br />Consensus was to delete the word 'permanent' from 'Rural Policies' and 'Rural <br />Performance Criteria' because the text applies to both Rural Developing and Rural <br />Preserve areas. <br /> <br />Consensus was to amend the 4th sentence under 'Urban/Rural Residential Transition' on <br />page 35 to clarify that these areas are not exclusively located along the edges of the urban <br />services boundary. <br /> <br />Consensus was to amend the 'Density' table on page 37 from 5 units per acre to 3 units <br />per acre under Urban/Rural Transition, and give bonuses beyond 3 units for affordable <br />housing. <br /> <br />Consensus was to eliminate the reference to 'project scale' in Item #1 under 'Urban/Rural <br />Residential Transition Performance Criteria' on page 35. <br /> <br />Consensus was to eliminate reference to 'maximum practical extent' in Item #7 under <br />'Urban Residential Policies' on page 36. <br /> <br />Consensus was to replace reference to 'medium and low density housing developments' <br />in Item #2 under 'Urban Residential Policies' on page 36 with 'housing types'. <br /> <br /> <br />
