I <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br />I <br /> I <br />I <br /> <br />CASE <br /> <br />AUTHORIZE CONTINGENT OFFERS TO PURCHASE <br />RESIDENTIAL PROPERTIES NECESSARY FOR <br /> T.H. g47 STP PROJECT <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />As the lead agency on the T.H.//47 STP project which will include the improvement of T.H. #47 <br />from 142nd Avenue to 153rd Avenue, the City is responsible for the acquisition of the necessary <br />right-of-way. The most critical parcels to be acquired are the twelve properties which are <br />occupied by single family residences. These residents must be relocated and, therefore, time is <br />of the essence if construction is to be on the currently anticipated schedule, which is October, <br />1999. <br /> <br />Formal offers cannot be extended until MnDOT and the Federal Highway Administration (FHA) <br />issue a "Finding of No Significant Impact" (FONSI) on the project. However, by authorizing <br />these offers at this time, contingent upon issuance of the FONSI, the offers can be made <br />immediately without the additional delay of waiting until the next scheduled Council meeting. <br />Since the anticipated issuance of the FONSI has been delayed several times, the affected <br />residents deserve whatever consideration is possible in expediting this process. <br /> <br />Attached are copies of the letters for which authorization of offers to purchase are being <br />requested. I have been advised by the City Attorney that the amount of the individual property <br />appraisals can be released, however, the access to the actual appraisal should not be made public <br />until the time the offer is formally made. The valuations of the offers are based on appraisals <br />authorized by the City and reviewed by an independent review appraiser.
