:I
I
I

I
i
I
I
I
I
I
I
I
I
I

I
I
I

CASE #

REQUEST FOR SITE PLAN APPROVAL;
CASE OF NORTH COUNTRY CONCRETE, INC.
By: Sylvia Frolik, Zoning Administrator

Background:

The City of Ramsey has received a request for site plan review and approval from Karl Virkus of
North Country Concrete. The plan proposes to construct an office/warehouse building on Lot 4,
Block 1, Gateway North Industrial Park. The following items are enclosed:

a) Site location map
b) Site plan
c) City Staff Review Letter dated October 30, 1998
d) Planning Commission meeting minutes dated November 2, 1998
e) Proposed development permit

Observations:

The office/warehouse use is consistent with the permitted uses in the Business Warehouse
District. The site is approximately 1.9 acres in size and the building will be 6,592 square feet in
size. This equates to a lot coverage of 23%, which is in compliance with City Code. The
exterior walls of the building are proposed to be a combination of brick and stucco. The building
will not exceed the 35 foot height restriction.

The plan shows one access onto 143rd Avenue N.W. and two accesses onto Jaspar Street N.W.
Code states that loading doors should be located on the rear wall of buildings; the Council has
deviated from that requirement in the past. The proposed building will have 3 overhead doors on
the front wall and 3 on the rear wall. The level of activity anticipated at the overhead doors on
the front wall is proposed to be minimal.

The driveways and customer/employee parking areas will be surfaced with bituminous and
finished with B-612 concrete curbing. The plan indicates a maximum of 14 employees on the
site at any given time; 23 parking spaces are proposed. The applicant is proposing that the
43,000 square foot staging area on the south side of the building be surfaced with crushed
concrete because their track equipment will destroy a bituminous surface. The City permitted
AEC to surface their staging area with a gravel surface.

A waste storage enclosure is provided inside the staging area and will be constructed of brick and
stucco with a wood gate {o match the principal building.

.37
