CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF PECK PROPERTIES <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Peck <br />Properties. The plan proposes to construct a 61,700 square foot multi-tenant office and <br />warehouse facility on Lot 2, Block 1, in the Business Park 95 7th Addition. The anchor tenant <br />would be Peck Construction. <br /> <br />Observations: <br /> <br />The site will receive public access from the northerly extension of Radium Street off of <br />McKinley Street N.W. The facility proposes two accesses onto Radium Street. The proposed <br />development does not exceed the 35% building coverage or 85% impervious surface area <br />restrictions of City Code and the Busines~ Park 95 Covenants. The structure meets all of the <br />setback requirements, will be constructed entirely of concrete masonry units, and has loading <br />docks located on the rear wall. All maneuvering areas on the site will be surfaced with <br />bituminous and finished with B-612 concrete curbing. The waste storage area and above ground <br />fuel storage tank are also enclosed in a concrete masonry structure in accordance with City Code <br />and the Covenants. <br /> <br />There is an outside storage area noted in the northeast comer of the site. This storage area will <br />be screened with a 10 foot high concrete masonry enclosure which is set back 15 feet off the <br />property line. Staff has recommended that landscaping be used to soften the impact of this <br />concrete enclosure. Staff has also recommended that some landscaping be added to the east <br />property line to screen dock activity from Anoka Enterprise Park to the east. Staff at Anoka and <br />Ramsey have agreed that industrial development on both sides of the common border between <br />the two communities should attempt to maintain a 20 foot setback. For the most part, this can be <br />achieved on the east property line of the Peck site, except for that northeast comer in which <br />outside storage is proposed. The buffer in that area must decrease to a width of 15 feet in order <br />to provide a sufficient mount of maneuvering area for track traffic. In accordance with City <br />Code, a 20 foot wide green space is provided along the public street, Radium Street N.W. <br /> <br />The drainage and lighting plans are acceptable to the City Engineer. The Engineer has <br />recommended that the loading dock ramps be reduced from a 10% to an 8% grade. <br /> <br />The proposed site plan will also have to be reviewed by the Business Park 95 Architectural <br />Review Board. <br /> <br /> <br />
