REQUEST FOR REVISED SITE PLAN APPROVAL; <br />CASE OF VISION-EASE LENS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />CASE <br /> <br />Background: <br /> <br />In 1997, the Planning Commission and City Council approved Vision Ease's site plan for an <br />accessory structure in which to store organic peroxides used in their manufacture of <br />polycarbonate based products. The materials are considered hazardous and should be stored in <br />accordance with the guidelines of the National Fire Protection Association, Factory Mutual <br />Engineering Corporation, and PPG Industries, the peroxide manufacturer. The approyed site <br />plan in 1997 consisted of a 250 square foot one-room metal building on a concrete slab on grade. <br />It was centered in a 46' x 46' area of crushed gravel, surrounded by a 6' chain link fence. The <br />metal building was to be encompassed by a landscaped earth berm approximately 9 feet high <br />around the west, south and east sides of the building. <br /> <br />Observations: <br /> <br />Since site plan approval, Vision Ease solicited bids for the development of the bermed structure <br />and found the costs to be outside their budget. The excessive costs were due to the earth <br />berming. Consequently, a decision was made to go with a structure consisting of reinforced <br />masonry walls. This construction will also resist the pressure resulting from the force of <br />explosion, in the event it should occur. Because the reinforced masonry walls will provide the <br />required explosion shielding from adjacent buildings .and property lines, the earth berm is no <br />longer needed and has been deleted from the plan. The perimeter security fence remains as a part <br />of the project. Staff is recommending that some landscaping be incorporated around the <br />perimeter of the accessory building. <br /> <br />The following items are enclosed for your information: <br /> <br />Site location map <br />1997 approved site plan <br />Memo from Kevin Conley, Vision-Ease's architect, dated 2-13-98 and <br />revised site plan <br /> <br />Recommendation: <br /> <br />The proposed revision from metal to masonry walls is more in keeping with City Code, which <br />requires building exteriors to be natural or artificial stone. City Staff recommends approval of <br />the proposed revision with landscaping incorporated around the perimeter of the accessory <br />structure. <br /> <br />/ <br /> <br /> <br />
