COUNTY OF ANOKA
Public Services Division
HIGHWAY DEPARTMENT
1440 BUNKER LAKE BLVD. N.W., ANDOVER, MINNESOTA 55304
(612) B62-4200 FAX (612) 862-4201 ',

JANE lC PEMBLE, TRAFFIC ENGINEER
DIRECT DIAL NUMBER (612) 8;2-423t

~arch 2, }998

Sylvia Frollk
City of Ramsay
15 i 53 Nowthen Boulevard NW
Ramsay, MN. 55303

RE:

Preliminary Site Plan
Diamond Spo~ Bar & Grill

Dem' Sy~,,i~:

Wc Have reviewed the Preliminary Site Plan for Diamond Sports Bar and Grill to be lo,ted south of US 10
between Traprock Street NW and the right-of-way corridor reserved for a future bridge over the Mississippi River
within the City of Ramsay, and ! offer the following comments:

It is anticipated that ifa new Mississippi River crossing is conslruct~ immediately west of this parcel,
additional right-of-way will be required to construct the on/offramps at US I 0. Since there is not yet an),
concept plan for this proposed interchange, the exact right-of-way requirements cannot yet be determined.
A standard diamond interchange requires approximately 1,000 feet along both intersecting routes,
connected by an appropriate ARC (see attached rough sketch). This would appear to impact the SW and
NW ball fields, as well as impacting approximately !/3 ortho parking area. If constructed, the proposed
river crossing construction would involve the Minnesota Department of Transportation. Because of this,
and since this parcel is immediately adjacent to US 10, this site plan must also be reviewed by Mn/DOT.
Anoka County is interested in meeting with the City of Ramsay, Mn/DOT and the Developer of this site to
help in determining the right-of-way requirements for this future interchange/River crossing. Since this
parcel has access to Traprock Street NW, all accesses are to be made via this local roadway.

Ifa.ny work is to be completed within the County Right-of-Way, a permit is required and mugt be obtained
prior to the commencement of any construction. Contact Roger Butler, Traffic Engineering Coordinator
for this department, for further information regarding the permit process.

Drainage plans for this site will require review as to how they may impact the future river crossing
alignmenL

Thank you for the opportunity to comment. Please keep this department informed as plans for this site develop.
Feel frec to contact me or Jon Olson, County Engineer, if you have any questions.

Traffic Engineer

xc: Roger Butler, Traffic Engineering Coordinator

xc: Skip Anderson, County Surveyor

Affirmative Action / Equal Opportunity Employer

lq
