10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />'18. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />That City Staff research of a similar use in the City of Andover, with an approximate <br />buffer area of 800 feet between the nearest residential neighborhood and the outdoor <br />recreational uses, identifies lighting and noise levels as potential nuisances. <br /> <br />That the outdoor recreational uses necessitate a significant lighting plan for the ballfields. <br /> <br />That there is approximately 1,100 feet between the nearest residential neighborhood and <br />the proposed outdoor recreational uses. <br /> <br />That the nearest point of the Subject Property is approximately 1,000 feet from the <br />Mississippi River but is not included in the Critical River Overlay District. <br /> <br />That the County owns an outlot immediately west of the Subject Property that has been <br />preserved as part ora possible corridor for a future Mississippi River bridge crossing. <br /> <br />That the Applicant's proposal has been submitted to Anoka County for review and <br />comment and their response (dated 3/2/98) indicates that a bridge is at least 20 years into <br />the furore, but if and when a bridge project occurs in this location, there is additional right- <br />of-way that will most likely be reqUired for an interchange that will impact two of the <br />ballfields and a portion of the customer parking area. <br /> <br />That in response to the County's comments, the Applicant has stated an intent to cooperate <br />for a bridge crossing, if and when it occurs. <br /> <br />That the proposed use will/will not be unduly dangerous or detrimental to persons residing <br />or working in the vicinity of the use, or to the public welfare. <br /> <br />That the proposed use will/will not substantially adversely impair the use, enjoyment or <br />market value of any surrounding property. <br /> <br />That the proposed use will/will not be designed, constructed, operated, and maintained so <br />as to be harmonious and appropriate in appearance with the existing or intended character <br />of the general vicinity and will/will not change the essential character of the area. <br /> <br />That the proposed use will/will not be hazardous or disturbing to existing or future <br />neighboring uses. <br /> <br />That the proposed use will/will not be a substantial improvement to the property. <br /> <br />That the proposed use will/will not be served adequately by essential public facilities and <br />services, such as highways, streets, police and fire protection. <br /> <br />That the proposed use will/will not create excessive additional requirements at public cost <br />for public facilities and services and will/will not be detrimental to the economic welfare of <br />the community. <br /> <br /> <br />
