CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; CASE OF <br />DIAMONDS SPORTS BAR & GRILL, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Diamonds Sports Bar & Grill, Inc. has submitted a site plan for the development of an <br />8,480 square foot restaurant and bar on what is currently platted as Outlot C, Tooth <br />Acres. The project includes a 6,240 square foot deck area and outdoor recreational <br />facilities including 3 softball fields and 5 volleyball courts in the summer and 3 <br />broomball courts in the winter. The applicants have applied for a conditional use permit <br />for the outdoor recreational activities. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated March 9, 1998 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings. However, this proposal <br />also requires a conditional use permit for the outdoor recreational activities. Conditional <br />use permits are required to be subject to public hearings and staff attempted to notify <br />property owners within 4,000 feet of the subject property, versus the standard 350 feet. <br /> <br />Observations: <br /> <br />The facility is proposed to have two accesses onto Traprock Street N.W. The northerly of <br />the two is temporary until Riverdale Drive (a frontage road to Highway #10) is <br />constructed along the north boundary of the site. This develOpment will require the <br />applicant to pave Traprock Street to City standards. The intersection of Traprock and <br />Highway #10 would not be signalized and comments have been solicited from Mn/DOT. <br /> <br />The proposed project meets City Code requirements for architectural standards, lot <br />coverage, setbacks, design of off-street parking spaces and driveways, and screened waste <br />enclosure. The City doesn't have any specific requirements for number of off-street <br />parking requirements for a facility of this type. Taking into consideration the total <br />occupancy level of the facility under building code regulations, the patio, and the outdoor <br />playing fields, Staff is proposing that 309 spaces be provided; the plan shows 281. The <br />aisle widths in the parking lot are also deficient by about 10 feet. The landscape plan is <br />sparse and more plantings have been requested. Staff is recommending that trees also be <br />added to the west boundary of the site to help absorb noise resulting from activity at the <br />outdoor playing fields if a conditional use permit is granted. No screening of the facility <br />is required. <br /> <br />A lighting plan has been submitted. The fixture specifications for parking lot lighting are <br />subject to the approval of the City Engineer. Commentary on the ballfield lighting has <br />been solicited from the company that services Ramsey's Central Park athletic field <br />lighting. <br /> <br /> <br />
